LPV Network impaired service

RFC 196498: LPV Network will have reduced performance during maintenance. Direct impact: Users may see wireless network drops if they are attached to an access point undergoing an upgrade. Expected user impact could be up to 10 mins until that access point is migrated over to the firmware. ITS will be updating controller code during this time.
