SEC Data Center impaired service

RFC 116258: SEC Data Center will have reduced performance during maintenance. Direct impact: No impact is expected. Possible impact: Active connections may be interrupted, observed impact has been ~1 second of network downtime for the switch uplinks and downstream services. ITS will be enabling jumbo frames on data center switches during this time.
