NCTA & WCREC Network down time

RFC 173976: NCTA & WCREC will be unavailable during maintenance. Direct impact: Any user connected to the network will lose connection on wired and wireless devices for ~15 minutes. ITS will be restarting switches at NCTA & WCREC during this time.
