UNO Network impaired service

RFC 167341: UNO network will have reduced performance during maintenance. Direct impact: Impact should be limited to a 15 min outage for UNMC bookstore, UNMC convince store, KVNO Streaming Server, Ticket Master GW. Possible impact: Most locations have redundant connections. ITS will be upgrading the core UNO backbone during this time.
