Wan Backbone impaired service

RFC 107117: WAN will have reduced performance during maintenance. Direct impact: A brief increase in latency at cut over is expected. Possible impact: Loss of redundancy could impact access. ITS will be testing connections between WAN Backbone routers during this time.
