Network Backbone impaired service

RFC 17385: Network Backbone may have reduced performance during maintenance. Direct impact: Some packet loss is expected switching to redundant path. Bandwidth may be reduced. Possible impact: Some segments may lose backup paths. Engineers will be working with our vendor to finish up testing fiber during this time.
